FRANCE | LAURENCE JÉGOUZO 175  An Observation Mission Important role: The Regional Tourism Committee publishes numerous studies (mainly tourist surveys to better understand the visitor and his expectations) on the existing tourism engineering market, as well as in the promotion and communication sector for tourism professionals.  Vocational Training Strategic role: The Regional Tourism Committee also monitors all vocational training actions necessary for the development of the region’s tourism policy. This point is fundamental for regions with a strong tourism potential where employment issues are often delicate. The need for actions to enhance the value of tourism professions and training are key points for a better match with the market and the needs of companies. A coordination structure is generally set up between the trainers, the various partners and the regional ANPE (Regional Directorate of Employment office).  Regional Planning of Tourism Action Ensuring coherence in tourism in the region: A regional scheme for economic development, innovation and internationalisation (SRDEII) must contain all the strong axes desired for the development of tourism in the region in order to establish a coherent policy. Document: It constitutes the plan that the region wishes to establish in order to give an overall coherence to its tourism policy. Within this framework, the committee must draw up the regional tourism and leisure development plan at the request of the regional council, and ensure the follow-up of planning, development, aid to accommodation and technical assistance for marketing, while ensuring that the principle of freedom of trade and industry is respected. 2.2. Departmental Tourism Institutions Purpose. The department was conceived in 1983 as a territorial management authority focused on services and solidarity actions. It is thus the lead authority for social assistance, policy on the disabled and the elderly and the minimum integration income (RMI). In the planning sector, which is more particularly linked to the tourism sector, the department is responsible for rural facilities, land consolidation and land development. Finally, it can also intervene on a shared basis to grant direct or indirect aid for economic development.
