COMPETENCES OF THE DEPARTMENTAL COUNCIL IN THE FIELD OF TOURISM Role: The departmental council sets up the departmental tourism committee which implements the department’s tourism policy21. It establishes, as necessary, the tourism development plan, although in practice it is often the departmental tourism committee that draws it up. The departmental plan for walking and hiking routes: Still related to rural tourism, Articles L. 361-1 and 2 of the French Environment Code specify that the départements are responsible for drawing up this plan, which is intended to provide access to natural and tourist sites on foot or by motorised vehicles. This plan has legal effects, unlike the departmental tourist development plan. Paragraph 2 of this article imposes a principle of continuity of routes and the mayor has police powers to enforce this principle22. Although this document does not appear in the Tourism Code, it is difficult not to mention it here because it has an impact on the tourism policy being implemented and is an example of the public policies that tourism must take into account. 2.2.2. INSTRUMENT OF DEPARTMENTAL POLICY: CDT 1) Creation and Representation Purpose: The departmental tourism committee, also known as the tourism development agency, is considered to be the executive body of the departmental council’s policy in the field of tourism. As such, it acts alone in the context of rural development, while it participates in the general framework set by the region for the economic policy of regional tourism. It plays an important role in the marketing of tourism products. National representation: The departmental tourism committee have been grouped together in the National network of departmental destinations (RN2D) since 2009. The RN2D is an association in charge of representing them at the national level, defending their material and moral rights and interests both collectively and individually.
