Thus, all categories of tourism actors are represented in order to promote the cohesion of the actions carried out on the whole territory. b) Resources Public funding: Their main resources come from subsidies from the State, the regions, the départements and the communes and their groupings, but may also come from fees for services rendered and from donations and legacies20. The latter may take the form of studies carried out on behalf of the region. Each region is free to decide how much of its budget is allocated to the regional tourism committee. For example, the subsidies of the CRT of Ile-de-France come mainly from the region and represent a budget of around 18 million euros (in 2014) fully financed by the region (multiplied by two and a half times since 2005). c) Competencies Definition: The powers of the regional tourism committee are codified in articles L. 131-5 and L. 131-8 paragraph 2 of the French Tourism Code: “the regional council entrusts all or part of the implementation of the region’s tourism policy to the regional tourism committee, particularly in the field of studies, planning, development and equipment, aid for accommodation, technical assistance for marketing as well as professional training. The regional tourism committee ensures the follow-up of the actions thus undertaken and carries out actions to promote tourism in the region in France and abroad”.  Promotion Shared competence: Promotional activities in foreign markets as well as in France are carried out by the regional tourism committee and the departmental tourism committee (C. tourisme, art. L. 131-5). Atout France can assist them, if they so wish, in this action (C. tourisme, art. L. 131-9) through its presence at international trade fairs and partnerships with professionals (from the ITB in Berlin, through the World Travel Market in London to FITUR in Madrid). 20 C. tourisme, art.
