THE REGIONAL POLICY INSTRUMENT: THE REGIONAL TOURISM COMMITTEE 1) Creation and Representation Origin: The Laws of 12 January 194216 and 5 June 194317 created and regulated the regional tourism committees. The latter have undergone a profound evolution since, before becoming bodies of the decentralised regional administration, they were conceived as external services of the central administration. The number of metropolitan regions was reduced from 22 to 13 on 1 January 2016. This obviously has an impact on the regional tourism committees, which now number 17 as well. Within one region, several territorial brands exist and this will have an impact on the number of regional tourism committee (CRT) and their names. For example, on 9 June 2013, Ségolène Royal decided to dissolve the regional tourisme committee at the region of PoitouCharentes. Law of 3 January 1987: This law18 transformed the regional tourism committees into instruments for action by the regional councils19 in order to achieve a better balance between respect for the principles of decentralisation and the requirements of efficiency. Article L. 131-3 of the French Tourism Code provides that each region may create this body. However, derogations may be provided for: it is permissible to maintain several regional tourism committees in regions with more than one regional tourism committee (CRT) as of 13 January 1987: this is the case of the Provence-Alpes-Côte-d’Azur region, which is a very touristy region. Conversely, it is possible to maintain a single committee for two regions a lobbying action that played an important role during the reform of the territorial authorities. 2) Organisation and Operation a) Composition Presence of local tourism stakeholders: The status, organisational principles and composition of the regional tourism committee are set by the regional council. However, Article L. 131-4 of the French Tourism Code sets certain limits.
