ALBANIA | NADA DOLLANI, XHON SKËNDERI, ARMELA MAXHELAKU 39 maintain a healthy environment within the jurisdiction of their territory, in accordance with the norms and in implementation of hygienic-sanitary regulations. h) Commission for Standardisation of Tourist Activities The Commission for Standardisation of Tourist Activities is set up at the ministry responsible for tourism to issue or revoke certifications of tourist activities. The law on tourism was amended in 201747 to provide the necessary legal incentives for the special status of investors in 4- or 5-stars accommodation facilities. The investors/entities qualified for such special status may sign development agreements with the ministry responsible for tourism, which foresees mutual obligations, project implementation deadlines, the value of the project, prohibitions for the alienation of the ownership of constructed structures or their parts, as well as the consequences of disrespect of mutual obligations. 4.2 Law no. 55/2015 “On Strategic Investments” Law no. 55/2015 “On strategic investments” establishes the procedures and rules applicable by the state bodies when reviewing, approving, and supporting strategic domestic and foreign investments made in the Republic of Albania, as well as services to the investors48. The purpose of this law is to promote and attract strategic domestic and foreign investments in those sectors that are identified as strategic sectors, by introducing special favorable, facilitating or expediting administrative procedures supporting and providing services to the investors49. According to the article 8 of this law, tourism and tourist facilities sector, is considered as strategic sector.
