Tourism Law in Europe

198 TOURISM LAW IN EUROPE 4.1.2. ORGANISATION OF CLASSIFICATION SYSTEMS Standardisation: It was essential to obtain a standardisation of the system, thus making it possible to improve the clarity of the classification of commercial tourist accommodation while preserving the specificity of each one. The classification standards for all commercial tourist accommodation follow the same procedure, with the exception of the “palace distinction”, which is based on other principles. Organisation: There are three types of benchmarks. The first chapter is dedicated to facilities and amenities and takes into consideration the surface areas, the occupancy densities, the layouts of the pitches and common areas, the common facilities and the state and cleanliness of the facilities and amenities. The second chapter is devoted to the services provided to the customer. This chapter considers the quality and reliability of information provided to the customer, the processing of the reservation and the reception and welcome. Finally, the third and last chapter focuses on accessibility and sustainable development. Accessibility for disabled people and/or people with reduced mobility will be examined through the equipment made available to these people, the information and services provided. It should be noted that the environment and sustainable development through the ability to control energy, waste and water are in the same category, which is a little surprising. 4.1.3. EVALUATION METHOD Presentation: The classification is now awarded on the basis of the auditor’s opinion regarding compliance with the criteria. Stars are awarded if a sufficient number of points are obtained in relation to the category requested. Advantage: The points system allows for flexibility in the ranking, allowing: a) the taking into account of certain constraints of the establishment and b) the expression of the commercial positioning of the establishment and the enhancement of its facilities. Calculation system: This point system works as follows: each of the three main areas mentioned above: facilities, customer services and finally accessibility and sustainability, is assigned a number of points. However, there are two types of criteria: “compulsory” criteria (X) and “à la carte” criteria (0). Each criterion is assigned a number of points. Non-compensable criteria are marked as X ONC. Calculation of points: The principle of calculation is as follows: in order to obtain the classification in a given category, it is necessary to reach a minimum number of “compulsory” and “à la carte” points, at the rate of: a) 100% of the points
