596 TOURISM LAW IN EUROPE democratic demands and the needs of the functioning of the market economy. This process involved the adoption of several laws regulating economic activities in the field of tourism. As the need for new regulations and new laws was huge in many areas and aspects, there was not enough time to prepare a unitary regulation tourism, a “tourism code” or a single “law on tourism”, as we can find in other countries. Although a law has been adopted on the organisation and development of tourism in Romania, in 1998, this was supplemented by many other laws or Government ordinances, such as:  Ordinance establishing measures for financing investments in tourism;  Ordinance on Package travel and linked travel arrangements;  Ordinance on granting holiday vouchers;  Ordinance on the use of the Black Sea beach and the control of activities carried out on the beach;  Government Decision on granting certificates of accommodation units classification, and issuance of tourism licenses;  Government Decision on tourism investment programs;  Government Decision on approving the norms and criteria for attestation of tourist resorts;  Government Decision regarding the development of the nautical leisure activity;  Government Decision on the establishment of measures for the prevention of accidents and the organisation of rescue activity in the mountains;  Government Decision on some measures for the implementation in Romania of the “Blue Flag” program;  Government Decision on some measures for organising leisure activities in tourist resorts;  Government Decision on granting the license of tourist guides;  Government Decision on the arrangement, approval, maintenance and operation of ski slopes and mountering routes;  Government Decision on the Methodology for approving urban planning documents regarding tourist areas and touristic resorts;  Order of the Minister of Tourism on the authorisation of beaches for touristic purposes;
