ALBANIA | NADA DOLLANI, XHON SKËNDERI, ARMELA MAXHELAKU 47 Article 43 provides the general and specific obligations. According to this Article, in a reasonable time, prior to the consumer accepting an offer or entering into a timeshare, long-term holiday product, resale or exhcage contract, the trader shall provide to him clearly and comprehensibly the entire relevant information. The trader shall provide to the consumer the contract, in writing or in another durable medium, in Albanian. Where the immovable property concerned in the timeshare, long-term holiday product, resale or exhange contract is located in a foreign country, the trader shall provide to the consumer a certified translation of the contract into Albanian language. As the article 42 of the law expressively stipulates, the consumer shall be entitled to withdraw from the timeshare, long-term holiday products, resale or exhange contract without any penalty and without providing any reasons within a time period of 14 calendar days. Where the price of the timeshare, long-term holiday product, resale or exhange contract is fully or partially covered by the credit granted to the consumer by the trader or by a third party, based on an agreement between the third party and the trader, the credit agreement shall be terminated without penalty for the consumer, as long as the consumer assumes the right to withdraw from the timeshare, long-term holiday product, resale or exchange contract. 4.4. Strategy of Sustainable Tourism Development in Albania 2019-2023 In June 2019, following a series of discontinued/partially implemented (draft) strategies, the Government of Albania approved the “Strategy of Sustainable Tourism Development in Albania 2019-2023”, by the DCM no. 413, of 19 June 201976. This constitutes a positive first step towards the management of the sector. The responsibility conferred to this document is significant, given the role it has in orienting the development of one of the strategic priority sectors crucial to the economic development of the country77. Regarding sectoral operations, in the tourism sector, the National Strategy for Sustainable Tourism Development 2019-2023, defines the strategic framework for the development of the sector. Law no. 93/2015 “On Tourism” was approved in July 2015, based on the principle of sustainable development of tourism and environmental protection.
