210 TOURISM LAW IN EUROPE The basis for the development of tourism in this country is the formation of Georgian legislation, which takes into account the European experience of legal regulation in this field, as well as the traditions of local legislation4. The abundance of tourists and, consequently, the financial profit depend on the diversity of the service, the quality, and the proper legal regulation of the relationship5. Despite all the above, it is clear that the existing reality is constantly changing, the market demand for more diverse, reliable, and quality services is growing, therefore, the law needs to be constantly refined and the state needs to take necessary measures in the economy, tourism, and culture in order to keep up with the rapid development of other countries in Europe. The aim of this chapter is to discuss the legislation governing tourism, its shortcomings that need to be eliminated, as well as current challenges in the tourism sector and ways to solve them. The chapter begins by presenting the institutional organisation of tourism in Georgia. The second part of this chapter focuses on national organisations of tourism. The third part of the chapter provides an overview of present challenges and the future of tourism. The fourth part of this chapter draws special attention to some legislative initiatives during COVID-19. The chapter concludes with a discussion of recommendations for tourism development. 2. TOURISM INSTITUTIONAL ORGANISATION IN GEORGIA 2.1.
