The hotel ownership assumes the responsibility of its staff working on the premises and in the event of damage to the facilities, will be entitled to compensation. While the responsibility of the residents and professionals of social care housed in it is assumed in its entirety by the Government of the Community. The Region of Murcia declared the making available of hotel establishments to the regional health authority, as a consequence of the health crisis arising from the expansion of the Coronavirus in the Order of 21 March 2020 (BORM5 no. 68); and the Government of Catalonia enabled certain hotel spaces or other appropriate premises for the use of the Catalan Health System by Resolution SLT/777/2020, of 25 March. The Catalan Health Service is empowered to enable hotels or other premises that, depending on their capacity, resources and proximity to health centres, are necessary to: a) assist patients who have to be monitored in conditions of isolation and proximity to health centres; b) provide accommodation and carry out health follow-up of patients who are assessed as unable or not advisable to remain in quarantine at home; and c) serve as accommodation for professionals who, due to their actions related to the pandemic, must find alternatives residences. 3.4. Help lines: expansion of the Thomas Cook financing line to serve all companies established in Spain included in certain economic sectors At the extraordinary European Council on 10 March, four priorities were identified – limiting the spread of the virus, supplying medical equipment, promoting research and dealing with the socio-economic consequences. The Spanish Government addressed this fourth priority in Royal Decree- -Law 7/2020, of 12 March, by which urgent measures are adopted to respond to the economic impact of COVID-19 (BOE no. 163), dedicating Chapter III to the articulation of a series of measures to support the tourism sector. First, a line of financing is organised for certain companies and the selfemployed who are considered especially affected by COVID-19 (Article 12).
